Sheff Wed Deals with a 'Significant Problem', Declares New Football Authority

'We are going to be a part of football's future' - independent football regulator David Kogan

The team's current difficulties constitute a "serious issue" and the football regulator is looking to gain the ability to investigate clubs in comparable cases, its new chair the regulator has announced.

Through a comprehensive talk, the chairman, who was named to the position this week, showed understanding towards supporters of the Owls.

Kogan met with four fan organizations connected to the South Yorkshire club recently.

The football club have been facing challenges both on and off the pitch in this season, with the club delaying salary disbursements on multiple instances, including in September.

"Clearly Sheffield Wednesday has been a significant problem for EFL and a major challenge for the sport," Kogan told.

"The club represents one of the iconic names for English football and recently we have met fan representatives.

"We're now looking to get powers... which will allow us to have Wednesday and comparable cases referred to us if they warrant scrutiny and acted upon."

Economic Challenges and Ownership Situation

The team's struggling chairman the current owner indicated in the summer he would be willing to sell up at the stadium, but he has not been able to secure a deal with prospective buyers.

Missed wage deadlines on time in earlier this year resulted in restrictions being imposed by the football authorities in June, preventing the club from carrying out any player acquisitions for the following recruitment periods, although those limitations were removed in late summer.

Official's Viewpoint

The regulator explained: "The job [of the regulator] is there for the Owls followers, teams facing challenges where people are committed to a local institution that has been part of their lives in many cases.

"I fully appreciate the team's plight, as I do for all the clubs that in modern times have encountered failure, or approached financial ruin, for factors unrelated to the fans themselves."

Inquired if the regulator could force an owner to sell a club if they are considered unfit, Kogan said: "Should the inquiry concern 'would we intervene in the final instance?', the response would be once we gather the evidence and know what's going on, we will."

But the regulator clarified that requiring chairmen to relinquish clubs would be treated as a "last resort" and the oversight body would choose to work with them.

"The last thing what we want to do is begin intervening in an specific team, an particular chairman, without having the opportunity to collaborate with that chairman to fix the problems affecting the organization and the proprietor's dealing with," Kogan said.

"But the truth is, when you review the record of the sport, over the past few decades there have been certain proprietors, not many, but particular people who have shown negligence in the way which they've been managing their organizations and finally refuse to accept accountability for the future."

'If we get it wrong, extraordinary progress vanishes'

Kogan met with delegates from multiple organizations to lay out the remit of the regulator on Wednesday and maintained it represented a "progressive gathering" with a "significant participation" from the grassroots to elite level.

"It's a job that's actually really important, because should mistakes occur, if the sport makes errors, the extraordinary progress that's been made could disappear incredibly quickly," Kogan said.

"This represents everyone's worst fear in the terms of English football is a major achievement - we've got to keep it going.

"There's an enormous amount of money coming into football and has been channeled for the last 20 or 25 years, because there are no assurances it will continue to come into football, which is part of the rationale behind I think we have to adopt a precise perspective on potential dangers and naturally, of the immediate future."

Premier League Concerns

Elite division representatives objected to the formation of an authority because of concerns about detrimental effects on the top-flight's competitiveness, but Kogan said: "I'm absolutely committed to the prosperity and expansion as an commercial operation of the top division.

"I of all people understand the worry about compromising the Premier League as a premium product of this country. But concurrently, if you engage with division representatives after the recent gathering, they would have had a significant degree of comfort -and, actually, they have been telling us in private they have a considerable comfort."

Ideological Links

The chairman continues to confront a "full inquiry" by the Commissioner for Public Appointments after he acknowledged providing funds to the opposition group in recent years.

The chairman donated money to Secretary of State for Culture, Media and Sport the minister's leadership bid, along with that of the current Prime Minister.

"I have been entirely transparent regarding my former ideological connection [with Labour], and that party membership ceased the day the parliamentary committee confirmed my selection," Kogan said.

"I am presently disconnected from any sort of politics."
